CS MURKOMEN OFFICIATES CLOSING CEREMONY OF OCSs' CONSULTATIVE CONFERENCE AT NPLA, NGONG

The Cabinet Secretary for the Ministry of Interior and National Administration, Hon.Kipchumba Murkomen, officiated at the closing ceremony of the Officers Commanding Stations (OCSs) National Consultative Conference today, 4th September 2025, at the National Police Leadership Academy (NPLA) in Ngong. The conference was in line with the government’s vision to transform the police into an efficient, effective, professional, and accountable security service trusted by the public. Furthermore, it aligns with the National Police Service Strategic Plan 2023-2027, which envisions a professional, efficient, and responsive police service that provides effective, people-centric, and accountable policing to foster a safe and prosperous society.

As the NPS Act Cap 84 establishes the police station as the fundamental unit for service delivery, the OCSs, as the heads of these stations, were invited to this consultative forum. The event was themed ‘Transforming Police Stations into Centres of Excellence and Service Delivery’. In his address, the Cabinet Secretary noted that transforming police stations into centres of operational excellence is necessary, timely, and long overdue. He stated that as frontline leaders, the OCSs’ actions, leadership, and professionalism set the tone for policing nationwide.

He reiterated the Ministry’s full commitment to digitizing police operations and embedding ICT into every aspect of station functionality. This initiative includes rolling out a Digital Occurrence Book (DOB) and a comprehensive Case Management System, complete with secure mobile applications to enhance access, data capture, and operational efficiency.

The Cabinet Secretary also emphasized that officer well-being is central to the transformation's success. He assured those present of the government's continuous review of salary structures and benefits to ensure officers can live and work with dignity. He directed the OCSs to prioritize the mental wellness of junior officers within their welfare programmes. He encouraged the OCSs to adopt principles of proactive intelligence gathering, community cooperation, and swift inter-agency response to transform the management of security threats across the country.

Concluding his address, he urged them to champion professionalism, lead with integrity, and serve with honour. The event was also attended by the DIG-KPS, Mr. Eliud Lagat; the DIG-APS, Mr. Gilbert Masengeli; the Director of Training and Research,KPS, Mr. David Birech, SAIG; Director of Reforms,KPS,  Mr. William Yiampoy, SAIG; Director of Personnel,KPS, Ms. Catherine W. Mugwe, SAIG; the Commandant of the NPLA, Mr. David Mathiu, AIG; among other senior officers.
