NATIONAL NETWORK OF FORMATION/COUNTY COORDINATORS INDUCTION COURSE OFFICIALLY OPENED AT NPLA, NGONG
The Deputy Inspector-General of the Kenya Police Service, Mr.Eliud Lagat, was today, 27th October 2025, represented by the Director of the National Disaster Management Unit (NDMU), Dr.Duncan Onyango Ochieng,AIG, at the official opening ceremony of the National Network of Formation/County Coordinators induction course at the National Police Leadership Academy in Ngong. The five-day course aims to create a permanent national team of trained incident commanders, distributed across Kenya’s 47 counties and selected police formations. The initiative will enhance inter-agency coordination during emergencies, ensuring better protection of lives and property.
The course modules will cover the policy, legal, and institutional frameworks guiding Disaster Risk Management (DRM) in Kenya; command and control in emergencies; Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) awareness and countermeasures; Terrorist Incident First Response Awareness (TIFRA); Terrorist Incident Command Response Awareness (TICRA); Major Public Events (MPE) planning; decision-making under pressure; and incident command.
In his address, delivered by Dr.Ochieng, Mr.Lagat commended the NDMU leadership for organising the engagement with the support of the British High Commission (BHC) Protective Security & Attack Response Programme-Kenya. He noted that the role of police officers in disaster management is both strategic and indispensable, a reality that demands police officers possess tactical and operational capability, and a deep understanding of risk, coordination and resilience thinking. The Induction Course, therefore, represents an institutional statement of intent—a deliberate effort to embed comprehensive Disaster Risk Management (DRM) principles into our policing philosophy.
He urged the course participants to embrace the induction as an opportunity for professional transformation. “Engage actively, ask questions, and build networks,” he said. He noted that the knowledge and relationships they forge will serve as the backbone of both national security and national disaster risk management coordination at the Formation/County levels.
Additionally, Mr.Lagat extended appreciation to the British High Commission (BHC) Protective Security & Attack Response Programme-Kenya for its generous support in the planning and execution of the course, and for its continued partnership with the National Police Service (NPS). He reaffirmed the Kenya Police Service's commitment to supporting the National Disaster Management Unit (NDMU) and to deepening its role as a strategic partner in disaster preparedness, response, and resilience building.
Present at the course opening were the NPLA Commandant, Mr.David Kainga Mathiu, AIG; the Deputy Commandant of the NPLA, Dr.David Muthondeki, CP; the Deputy Director of the NDMU, Mr.Samuel Mutunga, CP; the Protective Security & Attack Response Programme Coordinator for the British High Commission in Kenya, Mr.Khalid Raines; among other senior officers.
