The National Police Service (NPS) Secretary Administration and Accounting Officer, Ms. Bernice Lemedeket, today, 6 July 2026, officially opened an intensive one-week capacity-building workshop for 160 civilian staff members at the National Police Leadership Academy (NPLA) in Ngong. The cohort comprises administrative personnel drawn from NPS Headquarters, the National Police Leadership Academy, the Internal Affairs Unit, the National Police Service Hospital–Mbagathi, and various county and formation headquarters.

The training programme, themed "Foundations of Understanding the Service: Building Capacity of the new Civilian Staff", aims to integrate civilian personnel into the unique operational architecture of the NPS. The curriculum covers essential institutional topics, including: constitutional and statutory police mandates; NPS organizational structure and functions; payroll, pension, and leave administration; code of conduct and disciplinary procedures; promotions, transfers, and performance management frameworks; NPS Strategic Plan and Performance Appraisal Systems; and official protocol, etiquette, security, and personal conduct.

In her opening address, Ms. Lemedeket emphasised the critical, behind-the-scenes role that civilian staff play in safeguarding national security. She noted that the training aligns with the National Police Service Act, the National Police Service Commission (NPSC) Act, the Public Service Management Act, and the IPOA Act. Furthermore, Ms. Lemedeket highlighted that, following Executive Order No. 1β€”which reinforces the operational independence of the NPSβ€”the Service has systematically strengthened its internal structures, policies, and segregation of duties. She urged attendees to embody the core police values of integrity, impartiality, patriotism, partnership, efficiency, transparency, and accountability.

On behalf of the Inspector General, Mr. Douglas Kanja, she pledged continuous administrative support for civilian workforce welfare and career progression. In his welcoming address, the NPLA Commandant, Mr. Kainga Mathiu, AIG, remarked that the training reflects a deliberate institutional commitment to cultivating a highly skilled and professional civilian workforce. He challenged the participants to engage actively, share departmental insights, and leverage the expertise provided during the week-long seminar to optimise their support for the police mandate.

Also present at the opening of the workshop were: Director of Human Capital Management, Dr. Julius Olayo; NPS Deputy Director of Human Capital Management, Mr. Peter Masankai Maore; KPS Deputy Director of Human Capital Management, Ms. Ruth Ruraa; APS Deputy Director of Human Capital Management, Ms. Edith Ndegwa; DCI Deputy Director of Human Capital Management, Ms. Emily Obino; NPS Assistant Director of Human Capital Management, Mr. Philip Rono; NPS Senior Principal Human Capital Management Officer, Ms. Beth Kagendo; and NPLA Deputy Commandant, Dr. David Muthondeki, CP alongside other senior academy staff.
